North Korea's Kim Could Face War Crimes Charge: Ex-ICC Chief

North Korean leader Kim Jong Un could be tried by the International Criminal Court, according to a former ICC president, who said that "the time is right." Established in 2002, the ICC prosecutes individuals for the most serious offenses: war crimes, genocide, and crimes against humanity. Recent leaders subject to ICC arrest warrants include Israeli Prime Minister Benjamin Netanyahu and Russian President Vladimir Putin.

The ICC's 125 member states must arrest nationals of non-signatories to the Rome Statute—the treaty establishing the Hague-based court—if they set foot on their territory.That obligation also extends to individuals whose alleged crimes occurred while their country was a member, as was the case with former Philippine President Rodrigo Duterte, who was arrested by his country's authorities and transferred to The Hague in March.
